A contact file becomes useful when your team can explain where each record came from, why it belongs in the selection and which communication channels are permitted. A source URL alone cannot answer those questions. At Latest Mailing Database, we recommend reviewing evidence alongside the fields your campaign needs, before a file reaches a sending platform.

Start with the campaign decision

Write down the sender, intended country, audience, communication channel and purpose. A business email introduction and a consumer promotional text create different review questions. Record whether you are contacting an individual, a sole trader or a corporate subscriber; a job title does not settle that distinction.

For Philippine personal information, the Data Privacy Act establishes principles including transparency, legitimate purpose and proportionality. Its processing criteria and individual rights require a review of the actual activity. A purchased file or a business registration is not a substitute for that review.

Keep an evidence record that can be checked

Record What the reviewer needs
Source Original location, collection method and collection date; retain the relevant disclosure where available.
Permission The wording presented, action taken, date and time, channel, named sender and withdrawal route.
Purpose Why this selection is relevant and the basis used for this particular processing activity.
Restrictions Country, channel, retention and onward-use limits.
Suppression Latest opt-out, objection or exclusion and its scope.

An IP address may help describe an event, but it does not prove permission on its own. Neither does a timestamp without the collection wording. If evidence is incomplete, hold the record out of the intended campaign while the gap is resolved.

Match the review to the destination

The FTC CAN-SPAM guide covers US commercial email, including business-to-business messages. It addresses accurate headers, non-deceptive subjects, sender identification, a postal address and opt-out handling. These requirements do not turn a contact file into permission for every other channel or country.

For UK electronic marketing, consult the ICO electronic mail guidance. Individual and corporate subscribers need different treatment; limited exceptions require their own conditions. Check the guidance again when approving the campaign because the regulatory framework can change.

Make suppression part of every release

  1. Freeze the campaign selection and record its version.
  2. Apply current sender and channel suppression records.
  3. Review uncertain identity matches rather than deleting broadly by name.
  4. Log exclusions and the reviewer responsible for the release.
  5. Provide a withdrawal route that reaches the team maintaining the suppression record.

Keep only the evidence needed for the purpose and retention decision, with access controls. Avoid placing personal evidence in public spreadsheets or blog screenshots. Route access, correction and removal requests through the privacy policy and opt-out page.
